November 2006 Sex Offenders & Sexually Violent Predators, Punishment, Residence Restrictions & Monitoring Initiative Statute California voters approved Proposition 83, also known as Jessica's Law, which implements changes to how the state penalizes and monitors sex offenders. The legislation increases penalties for violent and habitual sex offenders and child molesters.
