Direct Service Workers Recommendations for Child Welfare Financing & System Reform

Sean Hughes and Suzanne Lay, MSW, both of the Child Welfare League of America (CWLA), surveyed frontline child welfare workers and supervisors over a six-month period to gain their perspectives on child welfare financing reform. A total of 142 people responded to the survey. The questions included the participant’s roles, familiarity with federal policy, obstacles faced in improving outcomes for children and families, and supports that might enable them to do their jobs more effectively
