The California Primary Care Association sought to understand how service utilization and cost of care differed for Medicaid beneficiaries enrolled in managed care who had an federally qualified health center (FQHC) as their usual source of care compared to non-FQHC patients. The analysis used Medi-Cal claims from Partnership HealthPlan of California (PHC), a public/private health care delivery system serving Medi-Cal beneficiaries in Solano, Napa, Yolo, and Sonoma counties.
