Promises Still to Keep: A Decade of the Mental Health Services Act
The report was released on January 27, 2015, by the California Little Hoover Commission (LHC), a bipartisan and independent state agency. The LHC reviewed the expectations when the Mental Health Services Act was implemented in 2004, and reviewed program documenation to compare the expectations to outcomes. The Act funding is used for county community services and supports (80%) and county prevention and early intervention (20%) services.
