Vickie Yates Brown Glisson, Secretary Kentucky Cabinet For Health & Family Services</em>.  The ruling reversed the district court’s ruling that the relative caregiver was not entitled to foster care maintenance payments. The state had argued that the children were in a kinship care placement, and because the state had ended its kinship guardianship assistance program, no payments were due.
