In February 2013, the federal Children’s Bureau, Administration on Children, Youth and Families (ACYF), Administration for Children and Families released its annual report to Congress on state child welfare expenditures under Title IV-B programs. The Title IV-B, subpart 1, Stephanie Tubbs Jones Child Welfare Services program reporting includes state spending to support and expand services to children and families to: 1) Protect and promote the welfare of all children; 2) Prevent child abuse and neglect; 3) Support at-risk families through services that permit children to remain in their own homes, or to return to those homes . . .
