On February 1, 2013, the United Nations published a report on certain forms of abuses in health-care settings that may cross a threshold of mistreatment that is tantamount to torture or cruel, inhuman or degrading treatment or punishment. The report includes information on torture, ill-treatment, medical conditions, denial of pain treatment, marginalized groups, and psychosocial disabilities. It identifies the policies that promote these practices and existing protection gaps.
