Dallas County Commissioners Court Briefing February 3, 2015: Parkland Memorial Hospital Sublease of Real Property for Nursing Facility UPL Program

On February 24, 2015, the Dallas County Commissioners Court approved leases between the county’s Parkland Memorial Hospital and 12 nursing homes. Parkland is participating in the Texas Medicaid Nursing Home Upper Payment Limit program, established in 2012. The program allows non-state-government owned nursing facilities serving Texas Medicaid beneficiaries to receive supplemental payments to close the difference between Medicaid and Medicare rates. Nursing facilities are only eligible for the supplemental payments under the UPL program if a non-state governmental entity, such as the county-run Parkland Memorial Hospital, holds the nursing facility license and the facility’s . . .
