February 10, 2006 Settlement Agreement Between the United States Department of Justice and the State of Indiana  The purpose of this Agreement is to protect the constitutional rights of youth committed to the facilities. The terms and requirements of this Agreement shall be interpreted to be consistent with the measures necessary to protect the constitutional rights of the youth. The state will implement special education programs, mental health care, and administrative review programs for juvenile inmates. The state will require all workers at the state's seven juvenile facilities to receive additional training in behavior management and crisis intervention . . .
