Maryland has been working for many years to improve the balance of its Medicaid long-term care services and support and enhance home- and community-based service options. The Maryland Department of Health and Mental Hygiene applied for the Balancing Incentives Payment program to secure additional funding, through an enhanced federal Medicaid match, to bring its spending on community-based supports by 2015 to be equal or greater than its spending on institutional long-term care.
