January 30, 2008 The Delaware Psychiatric Center (DPC) Investigative Committee of the Delaware State Legislature (Committee) said that to eliminate abuse, neglect, and intimidation at DPC, the facility should be removed from Department of Health and Social Services (DHSS) control and be made an independent entity to be run by a governing board. .
