January 23, 2008 On January 23, 2008, the Wichita-Sedgwick County, Kansas Taskforce to End Chronic Homelessness (TECH) released its Plan to End Chronic Homelessness. TECH sought to identify service gaps and make recommendations to the county. TECH noted that the area lacks a centralized facility or phone number for people seeking housing assistance.
