The 2013-14 Budget: Examining the State and County Roles in the Medi-Cal Expansion

The California Legislative Analysts Office (LAO) was asked to analyze the benefits of implementing the Medicaid expansion, and to analyze two options--a county-based approach or a state-based approach-- for implementing the expansion proposed by the governor. For both options, the LAO considered the cost of expansion, administrative capacity for expansion, and the overall impact on population health in the state. The LAO recommended the state-based approach.
