The Government Accountability Office (GAO) examined how the selected states (Michigan and Utah) and localities (Allegheny County, Pennsylvania, and New York City, New York) were using data sharing to improve eligibity verification or case management processes in the administration of human services. The research and analysis took place from November 2011 to January 2013. The report includes a description of each state/locality systems and a discussion of stakeholder concerns about barriers to sharing human service data.
