February 2007 Consumer Service Review Baseline Researchers sought to evaluate the effects of the Indiana Family and Social Services Administration (FSSA) Mental Health Transformation Initiative that began in January 2006. The Consumer Service Review (CSR) provides data regarding quality and consistency of services provided to individuals with mental illness and/or substance addictions. The report summarizes data gained through specific service evaluation protocols for children and adults. Services were evaluated between May and December 2006.
