February 28, 2006 A Case for Inclusion  United Cerebral Palsy researchers analyzed how Medicaid is serving people with mental retardation and developmental disabilities. The researchers gathered data about Medicaid programs in each state and the District of Columbia. Then they ranked the states with a weighted score. The data used in rankings are from 2004, the most recent available during the research period. Changes and reforms enacted or beginning in 2005 have not been considered. The report includes state rankings for all 50 states and the District of Columbia, as well as letter grades in five key areas of Medicaid . . .
