March 2004 Access to Recovery Grants (TI 04-009): Initial Announcement The United States Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administrations (SAMHSA) Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2004 grants to implement voucher programs for substance abuse clinical treatment and recovery support services pursuant to sections 501 (d)(5) and 509 of the Public Health Service Act (42 U.S.C. sections 290aa(d)(5) and 290bb-2).
