Communication & Management Challenges Impeded HHS’s Response To The Zero-Tolerance Policy
In March 2020, the U.S. Department of Health and Human Services (HHS), Office of Inspector General (OIG) released a report on how communication and management challenges impeded HHS’s Response to the Zero-Tolerance Policy. As outlined in the report, the OIG also conducted case reviews for a sample of children separated from their parents at the border. The goal was to identify the challenges that HHS faced and the contracted UAC facilities in responding to the DHS zero-tolerance policy and reunifying the separated children.
