Medicaid-focused Health Plans Continue Growing Amid Overall Decline in Medicaid Managed Care Enrollment

March 2009 The research was conducted by the Association for Community Affiliated Plans (ACAP). The researchers reviewed Medicaid data from the Centers for Medicare and Medicaid Services. To calculate the impact of Medicaid-focused health plans, ACAP included health plans designated by CMS as Medicaid-only managed care organizations and Health Insurance Organizations.
