North Carolina House Bill 5 To Provide Temporary Funding To Group Homes & Special Care Units For Residents Ineligible For Medicaid PCS

In May 2012, the North Carolina legislature passed a law consolidating the eligibility criteria for community-based Medicaid personal care services (PCS) and adult residential services. The new PCS criteria are more restrictive than the state's prior personal assistance services program. Assessments for the new PCS program revealed that at least 1,000 group home and adult care home residents who formerly qualified are ineligible for the new program.
