The North Carolina legislature is considering options presented in March 2013 by the North Carolina Blue Ribbon Commission on Transitions to Community Living for increasing community living options for individuals with disabilities, including adults with serious mental illness (SMI), to meet the terms of a 2012 settlement agreement with the federal Department of Justice. That settlement agreement requires North Carolina to transition 3,000 individuals with SMI from adult care homes (ACH) to community-based settings by 2020.
