An Assessment of Current Management Practices of Adult Sex Offenders in California: Initial Report
January 2008 The 15-member Sex Offender Management Board (SOMB) was created by California lawmakers and the governor to examine how the state handles sex offenders. To conduct the research, the SOMB took testimony from state policy makers, public safety officials, and subject matter experts at its monthly meetings. In addition, the board reviewed existing research and policy documents. The board reviewed the effects of Proposition 83 approved by California's voters on November 7, 2006, which made many changes to sentencing and parole supervision practices.
