The plaintiffs challenged the legality of the governor's 2012-2013 state budget proposal that would combine seven state human service funding streams to give the counties a block-grant style allocation 20% lower than what the counties received last year for the services separately. The plaintiffs asked the court to declare the budget proposal in violation of the Mental Health and intellectual Disability Act of 1966 because it eliminates the Act's link between funding and expenditures and because blending the funding and then cutting the block grant allocation would necessarily reduce funding for the MH . . .
