January 2008 In January 2008, the Pennsylvania Department of Health's Division of Drug and Alcohol Program Licensure (DAPL) announced the process by which nonresidential drug and alcohol programs can request an exception to obtain approval as a narcotic treatment program and comply with the Modified Narcotic Treatment Program regulations. The goal is to improve access to buprenorphine.
