March 20, 2006 Improving Lives, Delivering Results: A Review of the First Four Years In November 2000, California voters passed Proposition 36, which proposed treating drug abuse as a public health issue, rather than a criminal justice issue. The Drug Policy Alliance (DPA) helped write and pass Proposition 36 and has advocated for its faithful implementation. Protecting and expanding Prop.36 is a top priority of DPA.
