March 24, 2004 Education Officials for NCLB Flexibility Open Letter As chief state school officers who have been implementing No Child Left Behind (NCLB) in the field these last two years, we are writing about what we have determined to be a problem central to the execution of the Act, and to suggest a solution that upholds the purpose and the promise of NCLB. All of us wholeheartedly agree with the goal of raising standards and expectations for academic achievement of all students.
