February 13, 2008 These are comments made by the Pennsylvania Independent Regulatory Review Commission (IRRC) on a proposed rulemaking submitted by the Pennsylvania Department of Health that would amend regulations relating to disclosure of confidential drug and alcohol treatment information, and to whom and for what purposes such information may be disclosed. The proposed amendment also corrects a conflict with federal confidentiality regulations.
