The comptroller's report summarizes the state budget and discusses major changes from the original Executive Budget proposed earlier in the year. New York's budget for 2013-2014 was enacted on March 27, 2013. A key major change affects Medicaid funding for services provided to individuals served through the Office for Persons With Developmental Disabilities (OPWDD). The federal government cut Medicaid reimbursements by 80% for OPWDD Developmental Centers; as a result, OPWDD's budget was cut by $1 billion. The comptroller's report summarizes how OPWDD will continue to fund services.
