March 4, 2008 This bulletin provides guidance and clarifications about determining the allowable costs that may be claimed for reimbursement as foster care maintenance and adoption assistance payments under the federal Title IV-E program. It outlines the conditions when county agencies may use federal funds. This bulletin replaces Bulletin no. 3140-84-02 issued February 10 1984 and a special transmittal on Title IV-E foster care maintenance costs allowable for federal financial participation that was issued in September 2007.
