April, 2003 Outline of the Final Report for the President's New Freedom Commission on Mental Health The President's New Freedom Commission submitted an outline of their final recommendations to President Bush in May 2003, outlining recommendations to eliminate inequality for Americans with disabilities and mental health issues. Once the White House receives the complete final report this summer, they will, in turn, release the report to the public. From June 2002 to April 2003, the 22 commissioners met monthly to analyze the public and private mental health systems, visit innovative model programs across the country, and hear testimony . . .
