On April 3, 2013, the federal Office of Head Start (OHS) announced it had selected proposals from 80 existing Head Start and Early Head Start grantees in a new competitive bidding process for continued funding of low-performing grantees. During this first wave of competitive bidding, a total of 125 existing Head Start and Early Head Start grantees were required to participate in the process.
