On April 7, 2025, the U.S. District Court for the Northern District of Texas, Amarillo Divison published this memorandum opinion and order in the case of AHCA, et. al. v. Robert F. Kennedy, et. al. In its ruling, the court stated that the final rule requiring a minimum staffing requirements for long-term care facilities participating in Medicaid or Medicare had replaced the qualitative standard adopted by Congress . . .
