February 2007 Special Review Into In-Prison Substance Abuse Programs Managed by the California Department of Corrections & Rehabilitation The California Office of the Inspector General (COIG) sought to determine the effectiveness of the states in-prison substance abuse programs. The audit identifies problems that impaired effectiveness, and recommends changes to address deficiencies.
