On August 11, 2013, a three-judge federal panel denied California’s request to be released from federal oversight of prison mental health and medical care and from a deadline to reduce the number of state prisoners by the end of the year. On April 5, the panel said mental health care services were still inadequate and on April 11 the panel said that the prisons were still over capacity.
