Wisconsin’s Family Care Program—Lifting the Temporary Caps and Putting the Program on the Path to Long Term Sustainability

The Wisconsin Department of Health Services (DHS) reported on how individuals with disabilities fared during a nine-month long enrollment cap on the Medicaid Family Care managed care program that provided long-term care and home- and community-based services for individuals with physical and developmental disabilities. Enrollment had been frozen at about 35,500 individuals since July 1, 2011 due to concerns about the 12-year-old program’s sustainability. The report describes what the 6,263 individuals experienced while on the waiting list, and how the state’s long-term care programs will be strengthened . . .
