Fleetwood Capital Development Corporation, L.L.C The U.S. Department of Justice ruled that Fleetwood Capital Development (FCD) violated the Fair Housing Act when it refused to sell a lot to Bethesda Lutheran Homes and Services to build a group home for six individuals with developmental disabilities. Beginning on or about December 2, 2003, and continuing until at least December 21, 2003, FCD refused to consider Bethesda's offers or otherwise negotiate with Bethesda with respect to their offers.
