July 12, 2005 Community Care for Behavioral Health & Developmental Disabilities Task Force: Final Report State of Georgia Department of Human Resources (DHR) officially instituted fee-for-service (FFS) contracting in an effort to overhaul the states mental health service system. Contracts are being re-bid and current providers must submit bids. Community service boards (CSB) and for-profit behavioral health organizations will submit bids to provide services in specific areas.  The change is driven by a July 2005 report by the Commission for a New Georgia to the Governor.
