April 24, 2009 Capital People First et al., v. Department of Developmental Services et al., was filed in January 2002. The plaintiffs sought to ensure that Californians with developmental disabilities had access to the services necessary to live in and participate as members of their communities. The class includes about 2,300 children and adults who reside in state-run developmental centers and about 4,500 individuals who live in privately-owned institutions such as skilled nursing facilities or other congregate care settings for 16 or more people.
