Senator Grassley testified to two subcommittees of the congressional House Committee on Oversight and Government Reformhearing about his concerns that states were not setting actuarially sound rates and that CMS had not addressed the recommendations of the August 2010 GAO review which concluded that federal oversight could be improved. He focused on a recent revelation that Minnesota's non-profit Medicaid managed care health plans had reported high revenues for the Medicaid plans, but losses for the plans with only state funding.
