April 7, 2008 This memo describes the North Carolina Department of Health and Human Services, Division of Mental Health, Developmental Disabilities and Substance Abuse Services efforts to update the service delivery system. The memo includes details about a new monitoring initiative that will check provider billings to ensure that 15% of the billing is for services provided to the consumer. Provider agencies will be reviewed to ensure that 25% of time billed is for services provided to consumers.
