The report was released at the same time as the Centers for Medicare & Medicaid Services (CMS) released guidance to state health officials about a policy change to the Medicaid Inmate Payment Exclusion that will permit states to receive federal Medicaid reimbursement for services provided to beneficiaries who are former offenders living in state- or locally- run halfway houses . . .
