In this report released on April 28, 2016, the federal Department of Health and Human Services Office of the Assistant Secretary for Planning and Evaluation presented statistics about the need for consistent access to health care services among ex-offenders. The report was released at the same time as the Centers for Medicare & Medicaid Services (CMS) released guidance to state health officials about a policy change to the Medicaid Inmate Payment Exclusion that will permit states to receive federal Medicaid reimbursement for services provided to beneficiaries who are former offenders living in state- or locally- run halfway houses . . .
