On April 30, 2024, the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) published this final rule regarding designated placement requirements under Titles IV-E and IV-B for children who identify as lesbian, gay, bisexual, transgender, queer/questioning (one’s sexual or gender identity), and intersex (LGBTQI+). The rule requires that state and tribal title IV-E and IV-B agencies (‘‘agencies’’) ensure that each child in foster care receives supportive placements that are free from harassment, mistreatment, and abuse . . .
