May 2004 Independent Evaluation of the Baltimore County Public Schools Special Education Program The Study was undertaken during the months of September, 2003 through May, 2004. Interviews were conducted with a wide range of BCPS personnel, including special education support personnel, site level personnel, and both general and special education staff. Interviews were also conducted with leadership from the Citizen Advisory Committee for Special Education.
