2006 California Department of Mental Health Consent Judgment
May 2, 2006 On May 2, 2006, the United States Department of Justice (USDOJ) and the State of California reached a settlement concerning civil rights violations at four California State Hospitals namely, Metropolitan State Hospital, Napa State Hospital, Patton State Hospital; and Atascadero State Hospital. The five-year Consent Judgment required extensive reforms ensuring adequate protection from harm and services that support recovery and mental health for individuals in these hospitals. The investigation was conducted in accordance with the Civil Rights of Institutionalized Persons Act of 1980 (CRIPA) that allows the federal government to identify and root out systemic irregularities . . .
