The report was released in May 2026 by the U.S. Department of Health and Human Services (HHS) Assistant Secretary for Planning and Evaluation (ASPE). The authors sought to present the prevalance of "welfare-dependent" households, which is defined as a household in which more than 50% of income is from federal cash benefits through Temporary Assistance for Needy Families (TANF) program or the Supplemental Security Income (SSI) program, plus the value of benefits from the Supplemental Nutrition Assistance Program.
