Consent Order In DOJ Fair Housing Complaint Against Harbor’s Edge CCRC
On May 12 2015, the federal Department of Justice filed a consent order against Fort Norfolk Community, Inc., dba, Harbor’s Edge, a Virginia continuing care retirement community (CCRC) for violating the Fair Housing Act in policies that restricted residents in assisted living or nursing care settings from accessing activities and areas reserved for “independent living” residents. It requires Fort Norfolk Community, Inc. to pay $350,000 into a settlement fund for residents who were harmed by these policies and another $40,000 in civil penalties.
