The California Senate Office of Oversight and Outcomes report was written by Principal Investigator John Hill for the California Senate Rules Committee. The Office of Oversight reviewed the states oversight of addiction treatment programs and counselor certifications between 2005 and 2013. The Office of Oversight and Outcomes said the system precludes criminal background checks and permits unqualified individuals to provide counseling services. The investigation found 23 sex offenders registered or certified to work as addiction counselors.
