On May 25, 2021, the Oregon Budget Planning and Analysis Office of Forecasting, Research and Analysis (OFRA) published this spring 2020 caseload forecast for the Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA).

Analysts for OFRA looked at state demographics, the economy, and policy choices to forecast Medicaid beneficiaries for the 2021 through 2023 biennial. Projections were determined for:

Covered for self-sufficiency programs (Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF))
Child welfare programs (adoption assistance, buardianship assistance, child out-of-home care, and child in-home care)
