South Carolina House Bill 4309: Middle Court Processes Act
May 15, 2008 This bill, supported by the South Carolina Attorney General, would expand the scope of the drug court concept. It seeks to establish a statewide middle court process that is not limited to drug offenses and shall promote the rehabilitation and re-entry of nonviolent offenders into society. Essentially, the parole system would not exist. The state's prisons would be reserved for those dangerous offenders and others for whom prison is the best alternative in the criminal justice system . . .
