May 2008 This report by the Government Accountability Office noted that because many youth with behavioral and emotional challenges were facing abuse in residential facilities, enhanced oversight and improved record keeping and record sharing among relevant agencies would help safeguard youth in those facilities. The study was conducted in response to a 2004 report stating that 200,000 youth with behavioral and social challenges were living in such residential facilities in which they were subject to possible maltreatment and civil rights violations . . .
